Number 2 Heating Oil is the Next Green Target in Albany


The New York State Senate is considering a bill (S.1145A) that would mandate all number 2 heating oil sold in New York State after July 1, 2011 have a sulfur content no greater than 15 parts per million. This is commonly referred to as ultra low sulfur diesel (ULSD).


RSA supports the concept of using cleaner burning fuels for heating residential buildings. However, until ULSD becomes the industry standard across the board there will be price differentials and fluctuations. These potential price increases may impact providers of affordable housing in the winter months in an adverse way and may possibly cause some buildings to go without deliveries when they need them the most. A gradual phase-in of the standard would alleviate some of the potential price increases.


The past 5 years have seen tremendous increases in the price of home heating oil and many oil companies will not deliver oil unless they are paid at delivery. Any increase will only make it harder for the owners providing housing in low income areas to make ends meet. Until there is a reliable source of ULSD at prices comparable to those currently being charged to owners, the RSA is opposed to this bill.
